The Ibanez GSR 100 is fine to start with. Just make sure it is healthy and well-priced. Often, purchasing a new instrument at a music store is more beneficial in many ways.

When I play guitar my fingertips hurt too. So, one of the many reasons I prefer bass is because the strings are thicker and softer than guitar strings.

Yes, you can play bass lines and riffs on the four lowest-pitched strings of a guitar. Some people are very proficient at this.
However, playing bass on the guitar will be an octave higher than most bass lines and will therefore not quite fill the low register.
